Describe how the work actually runs
Record who sets the schedule, who assigns tasks, who reviews quality, who provides equipment, and who bears the financial risk. The written label matters less than the operating facts.
Keep the description factual and dated. Do not rewrite policy to match the desired answer.
Identify the decision owner
Classification is a legal and tax question. The operations team prepares the facts; the authorized adviser or counsel decides.
Where the facts conflict with the current arrangement, pause changes until the decision is documented.
Record the review and the action
Store the facts, the advice received, the decision, and the date. If the arrangement changes, record what changed and when the new terms take effect.
Review at renewal and whenever the working relationship changes materially.
