Philippines Employment Operations Backup Owner Map
Assign backup coverage by process, authority, system access, trigger, and return-to-primary evidence.
Published September 2, 2026. A backup owner map prevents routine employment-support work from becoming ownerless during planned or unexpected absence. A backup must have both defined authority and the access needed for the specific lane.
List each process, primary owner, backup owner, activation trigger, permitted decisions, prohibited decisions, systems, queue, response target, and escalation owner. Avoid using a generic backup for every sensitive process.
Test coverage with a safe sample before it is needed. Confirm the backup can locate sources, recognize stop conditions, record actions, and reach an authorized decision maker.
Activation should be visible in the queue with its start, scope, and expected end. Do not share credentials or grant broad permanent access merely to simplify occasional coverage.
When the primary returns, hand back open items and remove temporary permissions on schedule. Review failed activations, unaccepted work, and access that remained after the trigger ended.
