A provider exit can appear complete when accounts close and a final archive arrives. The receiving team may later discover that dates lack timezones, approvals are separated from transactions, open cases have no owners, files use unfamiliar codes, or exports cannot be reconciled to the workforce population. Define the exit data package while the service is operating. The package should preserve necessary records and operational continuity without becoming an uncontrolled copy of every item the provider has ever held.

Begin with obligations and continuing decisions, not folders. Identify active workers, former-worker records still required, payroll periods, benefit states, leave and schedule records, employment documents, open employee requests, onboarding and offboarding cases, access or equipment custody, service exceptions, and audit evidence. For each class, name the business purpose, authoritative source, owner, relevant period, format, required fields, relationship keys, restriction, retention decision, and destination that must accept it.

Define a population control. The provider and client should agree on which people, entities, periods, and cases belong in the transfer. Use stable identifiers and reconciliation totals that do not expose unnecessary personal data. Record inclusions, exclusions, duplicates, unresolved identities, and late changes after the freeze. A folder count or total file size cannot prove completeness. The receiving owner needs a way to trace each required record class to the agreed population and explain any missing or additional item.

Specify usable formats and dictionaries. State encodings, date and timezone conventions, code lists, field meanings, attachment relationships, filename rules, version identifiers, and hash or integrity method. Include the interpretation of blanks, zero, unknown, pending, not applicable, and deleted. A spreadsheet that opens is not automatically usable. Test sample imports and reconstruct representative histories before cutoff, especially where later corrections depend on the sequence of source, approval, submission, rejection, and acceptance events.

Keep open work separate from historical records. An exit queue should show case token, current state, source links, last action, missing evidence, decision owner, next deadline, employee or service consequence, receiving owner, and acknowledgment. Do not close cases simply to make the transfer list shorter. Preserve provider tickets and related destination evidence where required, but avoid copying sensitive narratives into a broad migration board. Each unresolved item needs an explicit continuity path.

Design secure delivery and access. Use approved encrypted channels, named accounts, least privilege, transfer windows, download controls, and logging. Split packages when receiving roles need different data. Verify integrity after transfer and restrict temporary staging. NIST privacy and cybersecurity guidance can support control design, while authorized privacy, security, legal, employment, payroll, and records owners decide requirements for the arrangement.

Define acceptance as a review, not a receipt. The receiving team should confirm population totals, expected record classes, schema, integrity, sample lineages, attachment access, restricted permissions, and ability to use the data for named continuing processes. Record defects and corrected versions. A successful upload or signed delivery note proves only that something moved. The exit should not advance past an irreversible point while material records remain unreadable, incomplete, or owned only by the departing provider.

Coordinate deletion and retained copies carefully. Transfer does not automatically authorize immediate provider deletion, and contract end does not justify indefinite retention. Record which owner decides retention, litigation or regulatory holds, backup treatment, staging cleanup, account closure, and deletion evidence. Distinguish deletion requested, scheduled, executed, and verified. If the provider must retain a bounded record class, state the purpose, access, period, and later review rather than leaving a full production copy available by default.

Document knowledge needed to operate the records. Include escalation contacts, recurring calendars, source precedence, status definitions, rejected-item handling, correction rules, and known system limitations. Do not rely on a departing operator to explain these in a final call. Ask a receiving user to complete representative tasks from the documentation and record where interpretation is missing. Operational knowledge should explain how to find the authoritative record without embedding credentials, private employee stories, or unsupported policy advice.

Manage late changes through a supplemental manifest. After the freeze, record each new or corrected item, the original package it relates to, authority, destination, delivery time, integrity value, and acceptance. Set a final reconciliation point and identify continuing sources that switch to the new owner. Without this delta process, teams may resend entire archives or maintain two active systems. The handoff should make the transition period explicit rather than pretending all employment events stopped while data moved.

Rehearse failure cases: a corrupted archive, a late payroll correction after the freeze, an unmapped worker identifier, an employee request received during transition, an attachment unavailable to the new owner, or a provider account scheduled to close early. The rehearsal should reveal who can pause the exit, who authorizes a supplemental package, how versions are linked, which employee communication is approved, and how both sides prevent duplicate action. Preserve rehearsal findings and retest repaired controls.

Close only after required packages are accepted, open work has receiving owners, critical lineages can be reproduced, temporary access is removed, and retention or deletion exceptions are recorded. Maintain a manifest with hashes, versions, timestamps, senders, recipients, acknowledgments, defects, corrections, and any bounded residual access.
