Build a controlled index that helps an HR owner find the right employee record without copying sensitive documents.
An employee-file index should identify the worker reference, record class, authoritative location, last review date, access owner, and unresolved gap. A row in an index is a pointer, not a replacement for the source document or proof that every field is current.
A records coordinator can compare the approved inventory with known folders, identify duplicates, and flag a missing source. HR or the data owner decides access, retention, correction, disclosure, and which location is authoritative.
Use masked references in broad work queues and keep source links restricted. Record each inventory change as an event so a reviewer can tell whether a missing file was discovered, corrected, or simply moved.
