Philippines HR Record Owner Matrix

Map each employment record to a preparer, reviewer, and decision owner before a support queue starts moving.

An owner matrix should name the record type, source system, person who prepares an update, person who reviews it, and person who can approve a change. A shared inbox or team label is not enough when two records disagree.

A Philippines-based employment administrator can maintain the matrix, check that new requests have an owner, and flag a missing backup. The employer or HR lead keeps decisions about policy, employee status, access, and record corrections.

Review the matrix when a system or role changes. Keep the former owner and effective date in the change history so a handoff does not turn into an unexplained gap.

For example, a leave request may be prepared from an employee message, checked against the approved leave record, and reviewed by the manager before anyone changes the roster. The matrix should show those three steps separately, including what happens when the dates conflict.

Use a small test set before expanding the matrix: one routine update, one missing-source case, and one disagreement between systems. A useful matrix makes the next action obvious and tells the administrator when to stop instead of guessing which person has authority.
