Use four lanes: accepted work, work ready for review, work waiting on a named dependency, and exceptions needing a decision. Every item needs an identifier, source, current state, next action, next owner, and relevant time zone.

Define completion precisely. Submission is different from acceptance, and a message sent is different from a decision received. Link to approved source records instead of copying sensitive content into the handoff.
