Research question: Does a structured evidence checklist improve independent review of a synthetic payroll file history?

Methodology and scope: Create fifty-four synthetic cases with controlled omissions, conflicts, duplicates, ambiguous events, and clean controls. Two reviewers independently classify each case using version, cutoff, row count, control total, and approval. Measure correct holds, missed conflicts, review time, and reviewer agreement.

Inference limits: Results can compare reviewer behavior on the constructed cases. They cannot prove facts in a live system, establish legal compliance, validate a real employer process, or show that the checklist is suitable for another organization.
