Time-zone coordination is more than a clock conversion. A useful handoff records work period, source timestamp, local display, expected owner, acknowledgment, open question, and next decision. This makes continuity observable while leaving employment terms, working-time obligations, and service commitments with the responsible owner.

The method reviews ten handoff cycles across ordinary and exception cases, comparing originating record, transfer, acknowledgment, subsequent action, and correction. It does not infer availability from location or treat delayed response as automatic quality failure.

Handoffs should preserve the question that still needs an answer, not only the latest status. The research can compare planned and actual handoff windows without claiming that the difference measures effort. A late packet may reflect a late source, an unavailable approver, or an unclear cutoff. Classify the supported reason and retain unknown when the record cannot explain it.
