How Much Does a Definition Change Move a Workforce Metric?
A sensitivity protocol comparing old and proposed counting rules on synthetic data.

Research question: Does a structured evidence checklist improve independent review of a synthetic workforce dataset?
Methodology and scope: Create sixty synthetic cases with controlled omissions, conflicts, duplicates, ambiguous events, and clean controls. Two reviewers independently classify each case using scope, effective date, missing record, result, and restatement. Measure correct holds, missed conflicts, review time, and reviewer agreement.
Inference limits: Results can compare reviewer behavior on the constructed cases. They cannot prove facts in a live system, establish legal compliance, validate a real employer process, or show that the checklist is suitable for another organization.
Limitations and use: Synthetic cases are smaller and cleaner than operational histories, and reviewers may learn seeded patterns. Accountable HR, security, payroll, training, or reporting owners retain all interpretation, approval, exception, and policy decisions.
